CHED RO XI Conducts Transition Capacity Building for IZN Focal and Regional TNHE Coordinators

Davao City — The Commission on Higher Education Regional Office XI (CHED RO XI) kickstarts Transition Capacity Building for Internationalization (IZN) Focal and Regional Transnational Higher Education (TNHE) Coordinators with an orientation on the “Updated Guidelines for Securing Authority to Travel Abroad for State Universities and Colleges” (CMO No. 3, s. 2025) and “Prescribing Rules and Regulations and Rates of Expenses and Allowances for Official Local and Foreign Travels of Government Personnel” (EO No. 77, s. 2019) on June 10, 2025, at Park Inn Hotel by Radisson, Davao City.
Organized in coordination with the CHED International Affairs Service (IAS), the activity gathered IZN and TNHE coordinators from across all CHED Regional Offices, signifying a crucial move toward strengthening the role of CHEDROs in processing foreign travel requests of State Universities and Colleges (SUCs) and enhancing the participants’ ability to assess the legitimacy and necessity of various international activities.
In her welcome remarks, CHED RO XI Regional Director Dr. Maricar R. Casquejo, CESO III, emphasized the critical role of capacitating regional coordinators to ensure strict adherence to internationalization policies and travel regulations. She noted that this initiative marks a crucial step in enhancing support for higher education institutions (HEIs) and in preparing CHED Regional Offices and coordinators for the effective implementation of foreign travel processing protocols.


Delivering the Statement of Purpose via Zoom, Atty. Lily Freida M. Milla, CESO IV, provided an overview of the orientation’s objectives and underscored the significance of readiness in the transition of responsibilities. Together with Mr. Renz Giorgio G. Tibigar, they walked participants through the key provisions of CHED Memorandum Order No. 03, Series of 2025, offering a detailed discussion on policy application and compliance at the regional level.
The orientation of the CMO No. 3, s. 2025 was delivered by Mr. Renz G. Tibigar, TNHE Coordinator, emphasizing its significance in streamlining and improving assessments, ensuring a smooth and effective decentralization process. The Executive Order No. 77 s. 2019 was delivered by Atty. Lynn Danao-Moreno, JD, MPM, CESO II, former Assistant Executive Secretary of the Office of the President, who clarified the legal framework and operational standards in evaluating the legitimacy of foreign travel, offering valuable insights to guide CHEDROs in their new responsibilities.
The second part of the activity will feature Sharing of Best Practices of SUC and Spotting and Avoiding Predatory International Conferences and Journals, scheduled on June 11, 2025.
