CHEDRO XI Holds Online Orientation on ProgMES for AY 2026–2027 Government Authority Applications

The Commission on Higher Education Regional Office XI (CHEDRO XI) successfully conducted an Online Orientation on the Utilization of the Program Monitoring and Evaluation System (ProgMES) on August 26, 2025 via Zoom. The activity was organized to guide higher education institutions (HEIs) in the Davao Region on the proper process of filing applications for Government Authority to operate higher education degree programs for Academic Year (AY) 2026–2027.

The orientation was attended by academic heads, deans, and program coordinators from both public and private HEIs with pending or forthcoming applications for Initial Permit, Renewal Permit, Government Recognition, and Certificate of Program Compliance (COPC). With the introduction of ProgMES, the participants were provided with a streamlined, web-based platform to accomplish and submit self-evaluation forms and documentary requirements efficiently.

Key discussions focused on ensuring institutional compliance with the pertinent provisions of Republic Act No. 7722, otherwise known as the Higher Education Act of 1994, as well as relevant CHED Memorandum Orders, particularly CMO No. 40, s. 2008 and CMO No. 9, s. 2023. The orientation highlighted how ProgMES is expected to strengthen transparency, improve monitoring and evaluation, and promote adherence to CHED Policies, Standards, and Guidelines (PSGs).

Through this initiative, CHEDRO XI reaffirmed its commitment to enhancing regulatory processes and supporting HEIs in their pursuit of academic excellence. By equipping institutions with the necessary tools and knowledge, the office ensures that degree programs offered in the region remain responsive, quality-assured, and aligned with national higher education priorities.
