CHED RO XI Strengthens Foundations of Peace Through Higher Education
Davao City — The Commission on Higher Education Regional Office XI (CHED RO XI) reaffirmed its commitment to the Whole-of-Nation approach through its active participation in the 2nd Quarter CY 2026 Technical Working Group (TWG) Meeting of the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) XI held on May 13, 2026, at the Mindanao Development Authority (MinDA), Davao City. The meeting brought together government agencies and partner stakeholders to strengthen coordinated efforts toward peace, security, and regional development.
During the meeting, CHED RO XI contributed to the development of a Comprehensive Strategy on School-Based Radicalization, with emphasis on ensuring that higher education institutions (HEIs) remain safe, secure, inclusive, and conducive environments for learning and national development. The initiative recognizes the important role of education in promoting critical thinking, responsible citizenship, social cohesion, and resilience among students and members of the academic community.
CHED RO XI also highlighted the role of its existing regulatory and policy frameworks, including CHED Memorandum Order No. 01, s. 2019 and CMO No. 42, s. 2021, in supporting institutional measures that promote student welfare, responsible engagement, and safe learning environments. Through these mechanisms, the Regional Office continues to work with HEIs and government partners in addressing emerging concerns while upholding the fundamental mission of higher education.
The participation of CHED RO XI in the JRTF-ELCAC XI TWG highlights the importance of inter-agency collaboration in addressing complex social concerns and strengthening communities. By bringing the higher education sector into regional peace and development initiatives, CHED RO XI contributes to a coordinated approach that links education, student development, community resilience, and sustainable regional development.
CHED RO XI extends its congratulations to the JRTF-ELCAC XI Secretariat, led by the Department of the Interior and Local Government (DILG) Region XI and the Mindanao Development Authority (MinDA), for the successful and productive conduct of the meeting.
