CHED Composite Team Conducts Onsite Validation Visit at City College of Davao for Institutional Recognition
DAVAO CITY, Philippines (July 3, 2026) — Moving a significant step closer to expanding quality and accessible public tertiary education in the Region, a high-level Commission on Higher Education (CHED) Composite Team successfully conducted a comprehensive Onsite Validation Visit at the City College of Davao (CCD) today. The rigorous review evaluated the institution’s formal application for Institutional Recognition (IR) pursuant to CHED Memorandum Order (CMO) No. 18, S. 2022
The evaluation was led by Dr. Lora L. Yusi, Director IV of the CHED Central Office’s Office of Institutional Quality Assurance and Governance (OIQAG), who oversaw the meticulous audit of CCD’s compliance with vital Institutional Governance and Sustainability of Operations requirements.
Reflecting the multi-agency nature of the validation process required by national policies, the Composite Team combined technical, legal, and civil service oversight. Joining Director Yusi on the panel were Dr. Maricar R. Casquejo, CESO III, Regional Director of CHEDRO XI; Atty. Peter Lloyd D. Carpio, OIC-Office of the Director IV of the CHED Legal and Legislative Service (LLS); and Mr. Jan Paolo H. Cangrejo, HR Specialist II from the Civil Service Commission (CSC) Davao Field Office.
During the full-day validation activity, the evaluators meticulously cross-verified localized documentation and executed strict ocular plant inspections across the campus. Key assessment targets included auditing the validation of baseline plantilla items against civil service mandates, assessing structural safety, evaluating long-term campus transition master plans, and reviewing local government legislation, including the Sangguniang Panlungsod ordinances adopting the college’s five-year Institutional Development Plan (IDP). Furthermore, the Team validated the College’s physical assets to ensure they successfully meet the physical and security safeguards prescribed by the MORPHE, particularly concerning specialized library requirements and record data protections within the Registrar’s Office.
The successful hosting of today’s validation marks a monumental milestone for CCD. Achieving full Institutional Recognition will formally validate the College’s administrative capabilities and streamline future graduation and student service clearances under the Commission’s registry.
The CHED RO XI Technical Division will continue to guide local stakeholders as the Composite Team moves toward consolidating its field findings for formal endorsement to the Commission en Banc (CEB).
