CHED RO XI Joins Strategic Foresight Consultation for HEDF 10-Year Investment Plan

Quezon City, Philippines | July 21–22, 2026 – The Commission on Higher Education Regional Office XI (CHED RO XI) participated in the two-day Strategic Foresight for the Futures of Philippine Higher Education: A Stakeholder Consultation to Future-Ready Higher Education Development Fund (HEDF) 10-Year Investment Plan, held on July 21–22, 2026, at Quezon City.

The consultation convened representatives from CHED Central Office, Regional Offices, higher education institutions (HEIs), government agencies, industry, and development partners to collaboratively envision the future of Philippine higher education and identify strategic investment priorities for the Higher Education Development Fund (HEDF) over the next decade.

CHED RO XI shared the Davao Region’s perspectives during the multi-stakeholder discussions on emerging trends, future scenarios, and strategic investment priorities.

The first day focused on collective sensemaking, where participants examined expert-validated forces of change affecting higher education, including technological advancements, evolving labor market demands, institutional quality, lifelong learning, and demographic and environmental shifts. Through facilitated discussions, participants identified priority issues and explored their implications for higher education and human capital development.

On the second day, participants engaged in scenario planning and policy stress-testing, assessing how proposed HEDF investment priorities would perform under different future scenarios. The activity emphasized the need for investment strategies that are adaptive, resilient, and responsive to uncertainty. Discussions highlighted the importance of strengthening institutional quality, advancing digital transformation, expanding lifelong learning opportunities, enhancing faculty development, promoting research and innovation, and reducing disparities among higher education institutions across regions.

The Consultation reinforced the role of HEDF as a strategic investment mechanism that supports the long-term transformation of Philippine higher education. Rather than funding isolated initiatives, participants underscored the importance of investing in institutional capabilities that enable HEIs to respond effectively to technological, economic, environmental, and societal changes.

For CHED RO XI, the activity provided an important opportunity to articulate the Davao Region’s development priorities and contribute to the formulation of a future-ready HEDF investment framework that advances quality, equity, innovation, and resilience in higher education.

The Consultation forms part of CHED’s continuing efforts to strengthen the Philippine higher education sector through evidence-informed planning, strategic foresight, and collaborative policymaking in support of the Commission’s A.C.H.I.E.V.E. Agenda and its long-term vision for a globally competitive, inclusive, and future-ready higher education system.
