The Region likewise formulated the Framework on Mainstreaming Fourth Industrial Revolution (FIRe) in the Instruction, Research, Extension and productions Functions of Higher Education Institutions in Davao Region (REDI for FIRe Program). The formulation of this framework is inspired by Commissioner Lilian A. De Las llagas, with the support and participation of NEDA XI Regional Director Maria Lourdes D. Lim and DOST XI Regional Director Anthony C. Sales.

This was presented to the Social Development Council and then to the Regional Development Council. The Council Members find the framework encompassing, responsive to what Region XI envisioned to be, and support the implementation of the framework and made this as one of the bases of the Region towards Fourth Industrial Revolution.

The implementation of this framework was supported thru the passing of RDC Resolution No. 104, Series of 2020. Under the leadership of RD Casquejo, CHEDRO XI assisted HEIs through the conduct of an orientation and information dissemination on the Research and Development touching the concept of 4th Industrial Revolution (FIRe) in selected autonomous Higher Education Institutions in Region XI.
