As part of the Commission’s strategies of providing capacity-building training to HEI administrators and key personnel, engaging in partnerships with vital stakeholders; and in compliance with CMO No. 18, S. 2022 or “Policies, Standards, and Guidelines on the Grant of Institutional Recognition as a Higher Education Institution to Local Universities and Colleges (LUCs),” the CHED held the Zonal Training on Institutional Development Planning for LUCs on November 13 to 15, 2023 at the Ritz Hotel at Garden Oases, Davao City.

The training was organized and hosted by the CHED-Office of Institutional Quality Assurance and Governance (OIQAG) and CHED RO XI, respectively. It was participated by 75 representatives from 23 LUCs and the Legislative Office of Local Government Units from Regions X, XI, XII, and Caraga.

The CHED’s granting of the LUC Institutional Recognition (IR) is also dependent on the submission of a duly approved 5-Year Institutional Development Plan (IDP) by the LUC Governing Board, that explicitly delineates the Institution’s Key Result Areas (KRA) and is firmly based on its Vision, Mission, and Goals,

To proficiently develop the LUC’s IDP, the CHED invited the following experts to facilitate the training:

  1. DR. LEAH M. PUNONGBAYAN-DELA ROSA, a senior researcher, licensed architect, and associate professor at the University of Santo Tomas. Since 2012, she served as an international architecture, urban planning, and environment consultant for the World Health Organization (WHO), Asian Development Bank (ADB) and an international consultant in architecture, urban planning and environment for Asian Development Bank, World Bank and World Health Organization for their various mission projects in the country and South East Asia since 2012.
  2. PROF. SYLVIA D. CLEMENTE, a licensed architect and environmental planner with local and international experience. A former Associate Professor at the UST Graduate School from 2005-2022, Assistant Professor at the UST College of Architecture from 2015-2022, Research Associate at the UST Research Centers from 2013-2022, Deputy Executive Director for Technical Operations at the Pasig River Rehabilitation Commission (PRRC) in 2004, Deputy Executuve Director at the OP-Coordinating Council for Private Sector Participation (CCPSP) from 1999-2003, and Director IV for Resources Mobilization Group at the OP-Coordinating Council of the Philippine Assistance Program (CCPAP) from 1994 -1999. Presently, she is an adjunct professor in the Graduate and Undergraduate Program of Environmental Management Studies and Environmental Planning at Miriam College.
