Davao City- To strengthen the implementation of responsive, student-centered, and sustainable Student Affairs and Services (SAS) programs, the Commission on Higher Education Regional Office XI (CHED RO XI) conducted a Virtual Orientation on the Submission of SAS Activities for Academic Year 2024–2025 on July 16, 2025.
The orientation aimed to guide SAS Focal Persons from Higher Education Institutions (HEIs) across the Davao Region on the proper submission of required reports and documentation, in line with the provisions of CMO No. 09, s. 2013 (Enhanced Policies and Guidelines on Student Affairs and Services) and CMO No. 08, s. 2021 (Guidelines on the Flexible Delivery of SAS during the COVID-19 Pandemic). These CHED issuances form the foundation for institutionalizing inclusive and holistic student development efforts across the higher education landscape.
The activity opened with a welcome message from Dr. Christopher Pio O. Pulido, Supervising Education Program Specialist, who emphasized the importance of adhering to national standards to ensure consistency and quality in the implementation of SAS programs and services.
The main session on the procedural guidelines for SAS Activity Submission was delivered by Dr. Leomar Jay R. Oblianda, Education Supervisor II. He walked participants through the key components of the submission process, expected outputs, and reporting timelines. Dr. Oblianda also provided reminders on documentation, formatting, and the need to submit evidence of program implementation.
Following this, Dr. Cesar A. Adegue IV, Education Supervisor II, led a session on Complaints and Concerns, where he addressed common issues raised in previous submissions and clarified technical aspects of the submission protocols. This segment served as a platform to ensure that recurring challenges are resolved and future reports are submitted with accuracy and completeness.
An open forum followed, providing an avenue for SAS Focal Persons to raise questions, share insights, and seek clarifications in a collaborative environment. The dialogue highlighted the collective efforts of HEIs in improving student services delivery and underscored the importance of proactive communication between institutions and CHED RO XI.
In his closing remarks, Dr. Oblianda reaffirmed CHED RO XI’s commitment to supporting HEIs and encouraged all SAS focal persons to sustain coordination and compliance efforts to enhance program implementation.
This virtual engagement reflects CHED RO XI’s ongoing efforts to empower HEIs in the Davao Region to deliver impactful, relevant, and policy-driven student support services that respond to the evolving needs of Filipino learners.
